Qualifications for Registration Request

According to the Regulation of the Board of Directors of TGO regarding criteria for considering the registration of validation and verification bodies for voluntary project, B.E. 2568 (2025), an entity eligible to submit a request to register as a validation and verification body for voluntary projects shall have the following qualifications:

1) Be a juristic person registered in Thailand. A foreign juristic person must obtain a license to conduct business under the law on foreign business operations, and shall have one of the following qualifications.

(a) Be a juristic person that is a Designated Operational Entities (DOEs) under the United Nations Framework Convention on Climate Change (UNFCCC).
(b) Be a juristic person that has been accredited according to ISO 14065 from a foreign accreditation body which is a member of the International Accreditation Forum.
(c) Be a juristic person that has been accredited as a Greenhouse gas validation and verification bodies by the National Standardization Council of Thailand.

2) An entity eligible to submit a registration request under (1) must not have their certificate or license suspended or revoked or be in the process of having the certificate of registration suspended or revoked under this Regulation.
3) Be a juristic person who has officers assigned to be registered as validators and verifiers of greenhouse gas emissions who have completed a training program for verification and validation body for voluntary projects that is recognized by the Organization or have completed other training program(s) as specified by the Organization.

 

Procedure for VVB Registration

1) An entity that meets the qualifications mentioned above shall submit an application for registration as a Validation and Verification Body (VVB), together with the relevant documents and supporting evidence, to TGO through the designated electronic channels.

2) TGO shall review the application and supporting documents. If the submission is incomplete, contains incorrect information, or is inconsistent with applicable laws, TGO will notify the applicant and request resubmission within fifteen working days from the date of notification.

3) TGO presents details of the application to the Subcommittee on Consideration of GHG Mitigation Projects and Activities. The recommendations of the subcomittee will be proposed to the Board of Directors of TGO for approval.

4) After the Board approves the registration of a Validation and Verification Body (VVB), TGO shall notify the applicant and issue a certificate of registration. TGO shall also publish the list of registered VVBs, including their scope of registration and the contact details of the coordinators.

A certificate of registration for the validation and verification body for voluntary projects shall be valid for a period of three years, commencing from the date on which the Board approves the registration of validation and verification body for voluntary projects.
