At the initial stage, prior to undertaking any project activities, project participants shall first assess the eligibility of the project activities in accordance with the Premium T-VER project types and project registration criteria, as described below. Subsequently, project participants are required to submit the Modality of Communication (MoC) to TGO before proceeding to the next steps.
Project registration criteria for Premium T-VER
1) The project operates in compliance with relevant laws and regulations and aligns with the guidelines for Premium Thailand Voluntary Emission Reduction Program.
2) There is a stakeholder consultation process, and public opinions are transparently considered.
3) The project activity does not cause negative impacts, or mitigation measures are developed to prevent negative impacts. The project supports more than two Sustainable Development Goals (SDGs).
4) The project activity demonstrates additionality in accordance with the criteria set out by the Board of Directors of TGO.
5) The project activity complies with a T-VER methodology.
6) The project is assessed for its potential for reducing or sequestering GHG based on the T-VER methodology per (5).
7) The PDD is validated by a VVB which has registered with the Board of Directors of TGO.
8) The T-VER methodology specified in 5) is used for monitoring and reporting.
To request project registration, project participants shall prepare all required documents accurately and completely using the forms prescribed by TGO. The list of required documents are described below.

1) Premium T-VER Project Request Form for Single or Bundled Project
2) Project Design Document (PDD) validated by VVB
3) Spreadsheet showing details of calculations of GHG emission reduction (Excel file)
4) Validation Report prepared by VVB
5) Sustainable Development and Safeguards Assessment Report
6) Non-Permanence Risk Assessment Report validated by VVB* (required for removal projects)
The Document list for Programme of Activities (PoA)
1) Premium T-VER Project Request Form for Programme of Activities (PoA)
2) Programme of Activities Design Document (PoA-DD) validated by VVB
3) Component Project Activity Design Document (CPA-DD) validated by VVB (at least 1 CPA)
4) Spreadsheet showing details of calculations of GHG emission reduction (Excel file)
5) Validation Report prepared by VVB
6) Sustainable Development and Safeguards Assessment Report
7) Non-Permanence Risk Assessment Report validated by VVB* (required for removal projects)

Processing and consideration of request for registration shall be in accordance with the regulations set by TGO.
