The Greenhouse Gas Management Organization (Public Organization), as the state agency responsible for promoting greenhouse gas mitigation and managing greenhouse gas emissions in Thailand, has developed the “Thailand Voluntary Emission Reduction Program (T-VER)” as a mechanism to encourage voluntary greenhouse gas emission reduction within the country. Under the T-VER Program, certified emission reductions and/or removals, also known as carbon credits, generated by registered T-VER projects may be traded in the voluntary carbon market. The program also aims to deliver co-benefits, including reduced environmental pollution, decreased reliance on fossil fuels, expansion of green areas, increased income for local communities, and value addition to waste and agricultural residues. Therefore, the T-VER Program helps meet national greenhouse gas emission reduction goals and supports development toward a green growth economy and a low-carbon society.

Currently, many countries are working together to reduce greenhouse gas emissions (Greenhouse Gases: GHGs) that are the main cause of global warming. To support the achievement of the goal of preventing the global average temperature from rising above 1.5 degrees Celsius, countries are trying to find measures or mechanisms that will promote the reduction of greenhouse gas emissions in their countries. By causing the least impact on the country's development from the study, the accepted conclusion was found that the market mechanism (Carbon market). It is an appropriate mechanism to promote effective reduction of greenhouse gas emissions in terms of economics.

1. To encourage participation in the voluntary reduction of greenhouse gases in the country.
2. To promote the domestic carbon market for future carbon credit trading situations.
3. To prepare all sectors to deal with Commitment to contribute to the reduction of the country's greenhouse gas emissions.

Thailand Greenhouse Gas Management Organization Committee assigned the establishment of a sub-committee to supervise the implementation of the T-VER project is the Sub-Committee on Greenhouse Gas Reduction Projects and Activities Sub-Committee on Greenhouse Gas Reduction Projects and Activities It is responsible for considering the registration of the T-VER project to certify the amount of greenhouse gas reduction caused by the project. Considering the registration of external assessors for voluntary projects (Validation and Verification Body: VVB), as well as reviewing and approving the voluntary GHG reduction methodology.

• Consider screening the Thailand Voluntary Emission Reduction Program (T-VER) and the amount of greenhouse gas reduction arising from the Voluntary Emission Reduction Program. according to the standards set by the Greenhouse Gas Management Organization presented to the Thailand Greenhouse Gas Management Organization (TGO) committee for project registration and certify greenhouse gas emissions
• Consider and give opinions on the registration criteria. and certify greenhouse gas emissions and criteria for registration of external assessors for voluntary projects. Presented to the Thailand Greenhouse Gas Management Organization Committee Approved and promulgated
  
• Consider and comment on the Voluntary GHG Reduction Methodology (T-VER Methodology), Calculation Tools, Emission Factor and give approval. review and abolish the voluntary GHG reduction methodology, the calculation tool and greenhouse gas emissions Presented to the Thailand Greenhouse Gas Management Organization Committee for acknowledgment and announcement
• Consider and give opinions on the registration, suspension and revocation of external assessors for voluntary projects (Validation and Verification Body: VVB) submitted to the Thailand Greenhouse Gas Management Board for approval.
