The project developer must prepare accurate and complete documents for consideration for registration of the Standard T-VER project, including project proposal documents, plans. (T-VER-POA-DD) and sub-project proposal documents (T-VER-CPA-DD) Group 1 must receive a validation report (Validation) from VVB and the project developer must receive a validation report (Validation Report) from VVB. To be used in the application for registration of the Premium T-VER project. In addition, the project developer must prepare an SD & Safeguards Assessment Report for the TGO to examine and use in considering project registration.
Registration for the Standard T-VER project has detailed steps as follows.
The Standard T-VER project registration process is as shown in Figure 8 and details are as follows:
- The project developer has verified that the project activities fall within the project category specified by the TGO and comply with Standard T-VER project registration requirements.
- Project developers organize a meeting to listen to stakeholders' opinions in accordance with the guidelines set by the TGO.
- Project developers send documents requesting the development of T-VER project (Modality of communication: MoC) to TGO.
- Project developers draft project design documents (PDD), Draft Sustainable Development Assessment and Prevention of Negative Impacts Report (SD & Safeguards) and drafting a report assessing the risks of carbon loss from the project impermanence (non-permanence risk) (if any) and have Validation and Verification Body (VVB) verify the validity of the draft PDD and drafting a report assessing the risks of carbon loss from the project impermanence.
- The project developer submits a draft PDD, draft Sustainable Development Assessment and Prevention of Negative Impacts report and drafting a report assessing the risks of carbon loss from the project's impermanence (non-permanence risk) (if any) to the TGO and pay the fee.
- TGO publishes the documents received in item 5) on the TGO's website for 30 days for public hearings.
- VVB use the feedback received to verify the validity of the PDD and the project's non-permanent carbon loss assessment report (if any) and send the validation report to the project developer.
- TGO takes the comments received to support the review of the Sustainable Development Assessment Report and for Prevention of Negative Impacts and let the project developer modify the report (if any).
- Project developers send requests and supporting documents for project registration to TGO.
- TGO receives supporting documents for registration from project developers / project owners and conducting a preliminary document check by considering the completeness and correctness of all documents. If found to be incomplete or inaccurate. TGO will notify the project developer to modify or submit additional documents. The project developer / project owner must modify or submit additional documents within 15 working days by the date of being notified from the TGO.
- TGO checks the correctness of the documents and the essence of the project by considering whether it meets the criteria for registration of the T-VER project or not. If there is a lack of information on the key issues used in the project analysis. TGO will notify the project developer to modify or submit additional information. TGO may inspect the project at the project place more
- TGO presents the details of the projects that have been reviewed to the Project Review and Greenhouse Gas Reduction Activities Sub-Committee for project consideration. and TGO presented to the Greenhouse Gas Management Organization Committee for approval to register the T-VER project.
- TGO informs the result of consideration for registration of T-VER project to project developers. and inform project developers to open a carbon credit account in accordance with the criteria prescribed by TGO.
Determine the time frame for project consideration within 60 working days from the date of receiving the project registration request. In this regard, the consideration for registration of the T-VER project shall be in accordance with the regulations of the Greenhouse Gas Management Organization on the criteria for considering the voluntary greenhouse gas reduction project according to the standards of Thailand. Adding a subproject group (CPA)
After the project plan and sub-project group 1 have been registered If the project developer wishes to add a sub-project group (CPA) under the project plan. The project developer must prepare a project proposal document for the sub-project group. (T-VER-CPA-DD) that will be added, as well as prepare supporting documents for adding a sub-project group (CPA) as follows:
- Sub-project group registration application form (T-VER-CPA-REG)
- T-VER-CPA-DD project proposal document (to be added) which has been listened to by the public.
- Report on assessment of sustainable development and prevention of negative impacts (SD & Safeguards)
- Others as determined by the Office of the Subdistrict Administrative Organization.
